Regulation (EC) No 1223/2009 which entered into force on 13th July 2013 brought a big novelty in the cosmetic field. The novelty consists in the obligation of the responsible person of ensuring the safety of the cosmetic product. Therefore the concept that the cosmetic product does not ‘endanger the health or safety of consumers’ is replaced by a safer approach in the formulation of cosmetic products. An informative documentation which ensures the safety of the product itself is now mandatory for any cosmetic product placed in the EC market. In order to facilitate the understanding of the requirements of Annex I to Regulation (EC) No 1223/2009 by all undertakings, the Commission with decision (2013 / 674 / UE) has set out appropriate guidelines.
